The ones that send most traffic are Digg.com. Fark.com and StumbleUpon.

You need to use them for a few months before you submit your site though otherwise you won't know what the users like.

 

Write to site owners and try to exchange links. There shouldn't be a problem if your PR is OK and you have great content.
