Do the 301 for domains.

    Help! My domain was Punished by google for about 3 month, so I decide to change the domain and do the 301 for power transfer,I wonder if that safe for the new domain or the new one will be Punished again.thanks.. online waiting!

    I don't think it's a smart move. They have banned your domain for a reason, and if it is related to the backlinks that you have build than you will risk getting your second domain getting banned, that is because the links from the domain that you redirected to the new domain will pass to it.

    Yes. It is safest way to get your reputation back. Do it seo friendly way and avoid un-natural link building process.

    Please don't claim that it is safe, you're harming others with your comment. There are a lot of people who 301'd their penalized site to the new domain, after few weeks or months the new domain got penalized too.
