Do submission notifications emails encourage more directory spamming?

As the title of this thread says, I'm wondering whether turning on submission notification actually encourages more spamming.

As I know, many spammers are paid to submit their customers's sites.
To prove (to their customers) that they have done their job, they may prefer submitting to directories which send out submission notification emails.

    What do you think?
