Do my picture tags really matter for seo. I mean i know it could bring me users that are searching for pics for instance, but will it make a page rank better?

it is not that if you don't have alt tags then your picture won't be indexed, but then alt tags helps to birng relevant people to your picture. here is a link that might help you,
Optimize for image search by alt tags

and, also in the web master central, just check the option that says, opt for enhanced image search, that will help google to index your photos.

yes definately. Image tags do matter and help in giving weightage to your keywords or keyphases. But do not use it so as to stuff your keywords in the same. Use it in a very general manner, keeping your users in mind as image tag is genrally used to guide users about the kind of image it is, if not uploaded. :)

question on the alt tags....does the name you use in the alt tag need to be the same as the file name....i.e. if I say img src=banner.jpg , then does the alt tag need to be alt="banner"?

No need to match the alt tag with the file name.

alt tag are primary for accessibility purpose (and now for seo), so you should use a descriptive name.
