do people pay for good site traffic ?

    I have a friend who says hes going to start advertising peoples site for money ! I know thats what affiliates do but he says hes only going to do it for a select few but hes not sure what to charge. He says he can guarantee good traffic daily. So what is a good amount of traffic and any idea of what he should charge? I was no help to him on this.
