    Hi
I have verified paypal account , and i got limited account access two times ( They said that they need documents and another time they said that my account has been used by third party ) , and after i got my account back they told me that this is the last time they restore my account and it will be closed for ever in the third time . DO THEY HAVE THE RIGHT TO DO THIS ?
And what should i do if i log to my account from different places and ips ?
If they closed the account can i withdraw the money to my bank account or i will lose it ?

Avoiding fraudulent activity sounds like more of a reason. To use the OPs money? PayPal/eBay have so much money that they won't nor need to "use" any of our money with the exception of collecting fees.

even if they dont do anything, paypal sometime do this if logged from different IP. this is why paypal sucks and no matter what you do, then dont just listen to you....

Never...put your money for long time on Paypal, it's too risky!

PayPal can do whatever they want.. it's all listed somewhere in their TOS and if it's not, it will be soon. They have something like 30 lawyers working in-house.

Different IPs wouldn't raise a "flag" on PayPal aslong as there's no major geographical difference within a short period of time. If you access your account in Florida and then 20-minutes later your account gets accessed in New York, that will raise suspicion.
