Only google, bing and yahoo have their own "filters" but nothing that behaves the same.

it still takes a while though for a new site to get credit in those other SEs. But i've noticed that time hinderance can be somewhat dwarfed in yahoo and bing with massive amounts of backlinks

Whether google has sandbox is still a myth. Other search engines have no sandbox.

As JessieQ said, All search engines have their own filters. I think we all mainly pay attention to Google because that is where a large portion of our traffic comes from.
