Do link exchanges violate Google's TOS?

    I know I have read it here before, but I am not sure where to look. Does the use of a link exchange program violate the Google TOS?

    IMO it does not violate the TOS. If you exchange links from legit sites, its ok.

    No there is no violation. But you need to do it with related sites for more value and to avoid penalty

    natural link building is allowed by google [ you have to build the links slowly ]

    From my understanding; it is allowed as long as no form of payment(s) is made.
