Do I need to make more websites to promote another site?

A member in a forum said the following:

"Automated Link Exchanges, They are a waste of your time and there is no better way to put that.
If you want to link to other sites for the purposes of "Link Increasing Rank" then create your own related websites with a proper domain name and proper meta tags and link to each of your own sites."

What is the minimum amount of websites that I would need to create and link back to in order to make a difference in my main website's listing in a search result? Also if I create additional websites, would they still have any value for backlinks because of their new status?

I will not suggest you to create new websites just for back links, you can find many people here on link sell section and it will worth a penny. but if you are targeting more keywords and you want to get rank for it than you can create separate websites. and one more thing, if you create more sites and all site will be hosted on same class ip than it worth nothing as far as back links juice is concern. let me know if you have any doubt.

So does that mean if I add new sites to my Bluehost account and link them together, those links will have no search engine value?

Inter-linking your own websites is considered a "link scheme" and against the Google Webmaster Quality Guidelines and can get your site(s) banned from the Google index.

    I never knew that..!

Maybe you need say 3 separate web host accounts and make sure your sites only link to sites at one of the other web hosts.

I think you can just set the domains on your hosting account for different IP classes or something like that. But I don't know how to do this.
