I would suggest you learn at least the basics of CSS and HTML, Sometimes it is necessary depending on what you add to your site to have some knowledge without having to fork out cash or pull out your hair for one line of code.

Right, some basic DIV+CSS knowledge plus an easy learning IDE, such as frontpage or dreamweaver. You got all you need to start a site. :)

Its better if you do learn basic HTML and CSS because even if you use a template you can then go in and edit things and understand what you are editing.

Once you learn some of the above you begin to feel more confident when making small changes to a template.

everyone here is pretty much right on point. Templates can only get you so far, its good to get your hands dirty with the code and figure out how everything works

Note pad is no doubt the best IDE, but is 'dream weaver' an IDE for html and CSS coding. If comparison is made then which is best DREAMWEAVER OR MS-FRONTPAGE? Please suggest a good IDE for HTML & CSS. Thank you.

Basic requirements as i felt are- HTML, CSS, PHOTOSHOP CS3 & DREAMWEAVER CS3 for a starter. Little advancement would be to add flash. So Macromedia Flash MX will serve the purpose.

You always can start your own site using Content Management System (CMS) like joomla, wordpress, drupal... It's easy and you don't need to know programming languages (but it would help of course).

i will advice you to learn HTML first and then later learn CSS. Coz if you directly jump to CSS, you will find it very confusing. But let me tell you CSS saves lots and lots of time when you need to make changes to your site that has already been built.

Your site provides templates and sitebuilder, and you don't even know a piece of HTML/CSS, do you think this is a joke? You should know some basic knowledge at least, or you could hire someone to do this, if you have money.

Start using free accounts like Blogger.com or Wordpress.com. Start using it. It's widget based and hence very easy to do things.

No. I would suggest using Wordpress. It is so much easier and you can download themes that look awesome without the need to design it yourself.

i think if you will start learning than it will take instead of that hire a professional company by paying a little fee and do what the best you can do and have the web development company to handle it.
