No.. you do not need to have a verified Paypal account to be able to send funds to somebody.... but having an unverified account restricts your sending capability to a predefined upper limit... mostly $ 500 per month! Regards, RightMan
Yes, you can definitely send funds for being unverified but the only problem is there is limitations in sending and withdrawing funds for unverified users.
