Do i have to have a paypal account to pay individuals?

    I don't have a paypal account now as i closed it when paypal kept limiting me for no reason. I want to purchase services from people here on DP, can i just use a debit card to pay them into their paypal account?

    Yes, if they have a buy now button or when they request invoice.

    Not much INDIVIDUALS will accept CC payments as they don't have payment gateways.. I think PayPal is almost the only way with Payza, LR & Moneybookers.
