I have been working on developing my inbound links for a while now, and according to smartpagerank.com i currently have 251 inbound links. Of these links the pr's are: pr1= 2 pr2=6 pr3=5 pr4=2 pr5=1 do you think I have enough inbound links to get a pr 1 at the next pr update?

you have more than enough also, just to make clear - you do not need links to actually get PR. this can be done by having a website with internal pages having high content and linking back to the homepage. .
Yes, internal linking has a lot to do with PR. For example, I have about 125 individually written content pages on my website. I have a link on each of those to the home page, to the sitemap, and to the two main sub-pages. This "funnels" page rank to those four primary pages. It works well.
