Do high search keywords get lower CPC?

    Can you get low cpc by selecting high search volume keyords?

    For example using the adwords cost estimater the keyword "hosting"

    Max cost per click set at 0.20c
    All countries selected

    hosting

    Monthly searches
    13,600,000

    Estimated avg cpc
    0.14c

    Estimated ad position
    7.22

    Estimated daily clicks
    448

    Estimated daily cost
    $69.46

    To get position 1 it costs $9.57 average cpc

    This is with no budget set. I am new to adwords and would like to know if this strategy works. bearing in mind this is a verry competitive keyword but has high search volume.

    Any help would be greatly appreciated.
