1.) No 2). No, why - look wiki and allmost all blogs have nofollow parameter for stop spammers and this is official statement and recommendation from Google, but you don't have to use it.
Why Google should penalize ? I don't see any reason its up to you to assign a 'no follow' link or 'follow' link.
It's interesting that you think this - of course, you've already discovered it's not true. But out of curiosity, I would be interested in knowing who told you this.
well DP is not using nofollow and looks like is not penalized.)....no google will not punish you because you will not using nofollw for href. good luck!
In a way nofollow could hurt your SEO because Google is leaving your page more frequently by following links that maybe could be nofollow.
Your site's rankings will not hurt for using or not using 'nofollow' tags. However, if you have links in a sponsored link area or are selling links and not using 'nofollow' tags your site's voting power will be pulled. This is done manually and usually only affects larger sites. Google frowns on selling links for SEO. So, if you're selling links to pass on your PR, either stop it or quit making a public deal of it.

I think webmasters should not feel that they need to do something so Google won't hate them. I flat out refuse to build a site to make it easier for a search engine. Example...the site directory. I will not build a site directory for google. Why? Because then Yahoo will want one (actually I think they do now), then Alta vista will want one, then every other search engine will want one. Am I supposed to build one for all? I built one, but it is for humans to read. No follow, should be used for your own purposes. Let the search engines follow paid advertisers. They deserve to be followed. They paid to be on your site. Use the no follow for spammers posting on your blog or forum or something.....just my two cents.
nofollow is created for not giving PR juice to spam links and no-trusted user submitted links. If you use nofollow, Google can think that you don`t trust your own links and then, why should they trust you ?
