Do Google do 'Semi-penalize' for certain site?

    Do Google do 'Semi-penalize' for certain site? For example, blocking site from reaching with certain keyword but still can reach with others, or unindexed part of a site.

    Yes they do, it is not always a full "ban"

    I think first you will receive a warning, then after that if you break the rules and regulation then you'll get penalized.
