Yes, for best results you need backlinks from local sites. If you can't find many link partners you can buy a few hosting packages from UK hosting companies and create your own satellites to push your money making site. This strategy works really well in the long term and is cheaper than buying backlinks from 3rd party sites.
Hi, I'm based in the UK and a good proportion of my sites are UK specific. Options would be to get listed in UK Website directories; Yahoo Answers UK; and join UK forums related to your niche and have your signature there. The advice from zexy is also very good. This is exactly what I've done for a couple of my sites. I have several reseller hosting accounts, and have built small sites that support the money sites. Good luck!
yes if u want to rank in uk...then u have to get links from uk.... sites ... related to your niche....

Create satellite sites hosted in the UK with unique content, use them to "localize" your incoming non-UK links before they end up at your money site, using a link pyramid structure.

If I want a site to target the UK for example, I would choose a UK domain TLD, UK hosting with a UK IP address. Not sure about hosting. Although a small but a lot of homework, then it would be better SERP positions than high PR but a little. If the target is the UK blog, then try backlinks from blogs UK.
Sorry guys but non of them is really relevant. I have targeted UK for a special niche and without any backlinks from UK sites or blogs I have in google(.)co(.)uk organic search place 2. My main point was to keep offline and online SEO in balance and have a UK dedicated ip for my site. That's it, nothing else. Looks like that my site will be within the next 6 month taken over the 1. place in organic search if I continue... cheers
