Just bear in mind that Google will definitely frown upon any non-legitimate claims of a ToS violation. You have to supply the reasons of the violations citing the ToS clause and providing an example of the violation on the site.

Anyone know how they would tell the difference between you getting people halfway around the world to click and people halfway around the world clicking because they are mad at you, or just are doing it to be mean?

That's what I am concerned about. Myself alone I have friends in all parts of the world and on some of the forums I visit I have friends in Australia and in England and Alaska, the midwest etc. How would they know that the clicks were legit? What's to stop me from having family and friends from all parts of the world from clicking on the site too much? This is a really important question for me because the college is a very diverse school and it would be very easy for someone to do this at the school. I guess what is important would be for us not to tell them about clicking at all to avoid this.

But I would imagine that Google and others would have sort of ability to monitor if their was a sudden rush of clicks.

I'm worried about this because a lot of the sites are sorority fraternity team related and there is a lot of competition.

No but we were thinking of starting forums in college to serve as sort of a "club" for a lot of the programs. I work with the head of the Student Affairs Committee and we are noticing a lack of membership in these organizations. I just swung the idea with the head about having clubs be online as well to give people who are in the same program a place to touch base with people outside of the program. Nowadays a lot of people who are in college are already working and so don't have a lot of time to be on campus. A forum or message board would give them a way to still connect. I think its a great idea, personally, you can go over classes together to rehash the information. etc.etc.etc. But we'd have to have a webmaster for the forums. So how would we pay for it?

The idea of cost caused a pause, but I am thinking of using the ads as a way of offsetting the cost. However, as I mentioned, I worry that we could set the whole thing up and then some smartass could come along and wipe the whole thing out.

Before I try to pitch this idea again I want to find out some information about how this stuff works. Basically deal with a worst case scenerio concept.

First rule of AdSense: Never tell your friends and family you have a site! :)

Seriously though. I'm guessing Google is looking for patterns of clicks. If they see suspucious patterns they are likely to do something about it.

I've also heard that they only except a cetain number of clicks for per unique visitor, but I've not had definite proof of this from their side.

Because family and friends visit them and think "oh I'll help out ol' bob by clicking on these ads..." Thinking they are doing you a favour...

Crusader: I really like your digital photography site. Nice clean design.

Google is not that dumb. The reason why you assume that someone clicking on your links might get you banned is because its one of the most popular excuses people make after getting banned for other reasons. As long as you dont ask people to click you will be fine. If this was true people would go bann all their competitors by clicking on their ads every day.

Well first of all google would never check every single post to make sure that your forum is clean from porn. On top of that it hardly ever happens. Even if someone posts something they should not have done members usually report such posts if the mods dont delete them on the first place. Finally i dont think google will bann you because of one page. Even if they dont like it, they will probably warn your first.
