Maybe this might help in other SE's, but not G. Imagine a forum where people discuss about specific topics, questions are asked and answered, now why does site promotion be a part of this. Its so illogical. And it's certanly considered spamming by forum operators.
yes they count. but if you can get your link inside the forum post and not only as signature is better. i get houndrends of link from forums so even if they count less i still get results because i have lots of them.
Forum signatures just create a strong base for huge back links but they don't count much in terms of PR i guess.

Backlinks from forums are best used to expose your link (in your signature) to people who are/might be interested in your topic. A popular traffic method is to hunt down hot topics in the niche you're promoting and post comments there. There's traffic in those topics. Or even causing controversy on forums... get's loads of views, and many sig link clicks. That's the best forum link strategy. Seo is not a concern in these factors. But I guess they do count a bit. Ya but if you keep on posting to a single forum, the link juice you get is not so good. More backlinks from different different domains have more value.
As Mattcuts say, a link is a link irrespective of websites. But see to it that most of your link doenot come from unrelated forums. Join in related niche forum would be my first priority.
