in simple word do follow means-> you are most invited to visit (search engine is being invited to crawled website) {dont not follow : pls dont follow me either specific URL or a page. :-( }
Most blogs use dofollow for sidebar and in-content links, usuallly 'dofollow'ness of blog is talking about links in comments and trackbacks.
Do-follow is a link thats seen by google, the spider will follow the link and index or does whatever with it.

and Well, both are quite different. One is 'follow' and the other one is 'nofollow' so that you can have the better view of 'do-follow' topic.. The meta is just an instruction or permission for web crawler or bot to do their job..to index the page or not(can either being blocked or allowed indexing). You can verify the function by visiting the W3C website However, the second example has been discuss many time by webmaster...Most blog will have the 'external nofollow' value for the commenter links.. In W3C website, I seem can't find document related to this value. External nofollow is a hot topic among SEO practitioners regarding the benefits and content manipulation power it grant to webmaster.
That's the main purpose the NO FOLLOW at the first place..So, if you are to increase visitor because they comment on your blog and provide fresh content.. THen, it would be good if NO FOLLOW is not applied.. However just as viraj86 said, you should monitor the comment you received regularly.. Or else, it will result in uncontrolled spamming.. THen you'lll find out the it's not convenience to monitor it regularly...At that time, you'll start to consider the NO FOLLOW option. However, website that do not implement NO FOLLOW option is hard to find. If your blog traffic is outstanding, then you should consider selling link for each comment..It's just my opinion
