Do directories count as steps to a product?

Some sites use multiple directories to include keywords before they get to the product eg: domain.com/widget/black-widget.html.

If a link is given from the homepage menu directly to the above url, does the search engine consider the directory as a step?

Yes. Each keyword is considered a "level" down, even if you're just using mod_rewrite.
