Do DHTML Hover Ads Still Pass AdWords Test?

    I have a client that is adamant in using popups to feature some content. Does anyone know if DHTML hover pops still pass the "tripwire" so that the ads will stay active in AdWords?

    I read the TOS and while they probably still violate them, its gray enough that we could do it. I just don't want to waste time and money having them develop those pops if the ads will just be dropped in a couple clicks.

    It's feasible you'll get away with it for a while, but at some point Google will find out and penalise you somehow ...

    ... what that penalty will be, who knows? ... is your client willing to take the risk?
