Yes this is usually the case. He said the new site had content and backlinks. I am assuming the blog had little or none.
I f the site is still not in the serps then it was sandboxed. The sandbox starts counting down as soon as it starts. When it comes back I expect it will outrank the blog easily.

Yes, I assume the same too (sandbox).

Yes, the blog had almost no content and zero backlinks.

Why do blogs not experience a sandbox?

Why do blogs not experience a sandbox?

There is no single answer for this. One must know the reasons why a site gets in the sandbox to begin with.
    Sites are usually sandboxed because:
They have very few pages, or even one page.
They gain links too fast and attract suspicion.
    Poor link structure.

There may be others that I am not aware of such as domain age or other factors.

The reason blogs are rarely sandboxed is because even with a mere 2 posts the blog has excellent link structure that is easily followed by gbot. As long as you don't give it 10,000 inbound links overnight there is absolutley no reason for it to be a sandbox candidate.
