Do Banner Ads, Blogroll links and Partner links need No-Follow Tags?

    Still learning SEO daily but had a question revolving around Google and all their algorithm updates. I am aware that paid links in your content/blog posts need to have the no-follow tag inserted so they don't pass page rank.

    What about banner ads, blogroll links and partner links? If they are in a designated area or box of the site what is the protocol with these? Does Google penalize any of these? Sometimes the point of adding a website's link to your blogroll is because you do value them as an authority figure and think page rank should be passed.

    Any clarifications would help and as always thank you.
