do all sites can get PR if they are listed at google directory

    no..google pr is separate from index rates, content, and especially any directory, even google directory -

    yes
    but "yes" mean also they may get 0 PR
    google directory depended on dmoz
    so you first see your site on dmoz and what rank of page which your site listed on
    as I see if you listed on pr4 page your site will get pr3 but that not always happend
