To me I still wonder if you actually get penalized as far as a drop in PR for bad neighborhoods or if the links are just canceled out. My company does SEO and never uses any black-hat methods but for instance if there was a competitor who ranked above us and we wanted to drop him to get to the top why wouldn't we just do massive automated submissions to link farms and bad neighborhoods. I think you would get penalized if you had to confirm the links via putting html code on your website or had a reciprocal link. I do not think that inbound links have any negative effect on PR they just don't do a thing for you at all. Now outbound links that are to bad neighborhood websites do effect your PR to a great degree.
don't waste your time finding a list of PR0 sites just find PR1-PR4 . PR1-PR4 grow in PR faster than PR0's but if you can't find PR1-PR5 buy lists or i guess you can do about 50 PR0 comment pages on high traffic high pr domains hope this helps.
No. Inbound links to your can't be harmful but they can be useless and not count for anything. Google clearly states that a site should never be given the power to harm another site in this way. Check out what Matt Cutts says in his blog posts. On the other hand, outbound links on your site to garbage sites will harm your site because you can control outbound links.
I still don't understand why anyone would ask this question obviously inbound links can boost your credibility. Even Matt Cutts says this in his blog is very correct. Now if you are a blogger or a webmaster then you can see that more people linking to you versus you linking to them is better but a laid-back is always hopeful for sites that point to you having more page rank is always more helpful
