DNS change requires propagation time. This time may be 24-48 hours depedning upon your location.

If you are using windows, then you can try firing this command

    ipconfig /flushdns

You can also contact your ISP to clear the DNS cache for your domain, this would make your domain to be resolving a new IP address.

You can also change the TTL(Time To Live) in your site's DNS settings.

This never changes in less than 24 hours for me. Was good to read some tips about changing it faster though.

I think the official WHOIS is at whois.net, Others simply cache the results periodically and show them.

Also, once you have changed the name servers under your domain control panel, it may take require anywhere between 1 to 3 days for the propagation to complete. Between this period, the resolutions my swing in-between the new and old address.

Bonus Tip: To achieve instant domain propagation(at your end), use OpenDNS (http://www.opendns.com). I have always observed that when using OpenDNS, `nslookup`(and `ping` and other such commands) will resolve towards the new IP address almost within 2 minutes! If you don't believe me, try it yourself!

Ofcourse you visitors will still resolve to the older IP address for may be 1-3 days, but you do not have to wait and can immediately verify if the hosts have been changed successfully!
