    Sorry no magic answer, submit and forget, don't re-submit and one day when an editor volunteers to sort that area and chooses to use the suggestions pool, you will get a review and if it is acceptable under our guidelines will be accepted, providing you sent it to the right category, if not it will be moved but may delay the process.
