That would depend on the quality and originality of his sites wouldn't it. If it's the one in his profile then it is a bulletin board with lots of activity and lots of posts - as long as there is an active editor in that area and the category unreviewed pool hasn't been spammed out of sight I can't see any reason whatsoever for a faster than average listing. Certainly I can't see any reason for rejection. So its all down to editor interest in that area. Anyone who can build a site that gets that level of interest certainly knows the qualifying standards and isn't wasting an editors time by submitting a forum with nothing on it - might be worth a try at editing the category even as long as he can be objective about the competition.
