I think you should read some articles at SEoMoz - they are REALLY good and teach you lots of stuff about seo! from there you progress. Why spend soo much $ of seo comany - when you as a master can master the seo technique!

I think hiring an SEO company can really save time/energy if you are not willing to do the study yourself, or aren't into technical stuff.
If you are into technical stuff, you would need to learn the basics of PR as well.
SEO is a weird mix of technique (SEO knowledge), writing skills and online skills.

Whatever the keyword is, you can do DIY ultimately. The only requirement is the money, really.

You can beat the best SEO company if you simply can spend millions of $. :D

if u got lots of funding, u still can use DIY.
post to as many high PR directory. niche directory if can.

if u got so little funding, then DIY is the only choice.
you would need months of practising & monitoring to get the right methods for ur site. and i found mine at last.
PR0 site top ranked a PR5 site. its a hard work. but, its possible. keep trying.

It depends on the "link value" of each backlink.

The link value is calculated as follows (according to the Google PR formula):

PageRank of the page with your link MULTIPLIED BY 0.85 and DIVIDED BY the number of total links (internal + outbound) on the page with your link.

So if a page has PR5 and has 12 other links on it (including your backlink), the PR it will pass to you is:

    5*0.85/12 = 0.354

As a ballpark estimate, if you have a page of PR4 and want to go to PR5, your quickest way is to get TWO PR5 links, provided there will be no other links on the pages containing your links. That should give you PR5.

Also, if you're not into calculations, use SEO SpyGlass to analyze backlinks, and simply look at the Link Value column.

    Hope this helps,
    Warkot

...And spend a ton of cash with no results guaranteed?

Can you demonstrate us the proven results? Unless you do, it's a blanket statement. A broad claim.

I'm always one to believe you should educate yourself and do it yourself. In the end, nobody cares more about what you're promoting than you.
