Distributing funds automatically from web site via gateway

    I've created dozens of sites that take payments on a website, I've got that down. Now I'm working on a project that not only is required to receive payments, but also to make them. So I need to find a way to distribute funds from an ASP.Net web application.

    Can this be done via a gateway provider such as Authorize.net? (The recipients will not have merchant accounts, but will have checking accounts). Or is there another way to do this? Perhaps some sort of automated ACH transfer? Any help would be appreciated, I'm not finding a lot of information on this topic.
