I submitted Links to Disavow on my google account and the links are still not removed after 5 weeks. Is Google Disavow tools of any use?

That right. What Google does when you submit links to a disavow tool is removing those links from its index (the process may take from 1 to 4 weeks). When fall out from the search engine index, they won't be taken into account anymore and won't influence your site rankings. But note that these links will still be on the sites where you (or somebody else) placed them. By the way, I recently purchased a domain with lots of spammy links. So submitted all those bad links with disavow tool and guess what, within a week I got that site re-indexed! So the tool IS useful and it DOES work.
Fixing always takes longer time than starting over. You can test to bring it back your with some assistance of the Webmaster tools. You can change domain name and begin fresh pages.
Disavow only works after link removals as Matt Cutts has said many times. Once you remove links it seems that Google notices that in your backlink profile and then accepts the disavow from there. I have tried disavowing without removing links for months without any effect. Only after removing links did the disavow tool work.

Wow! You are one of the 0.001% that was able to have anything happen from disavowing SAPE links. Especially considering that Google rolled out unnatural link warnings a.k.a. manual penalties for sape links. Manual penalties mean = reconsideration request. That means that Google requires a significant effort for link removals before approving a reconsideration request. What's the point of the reconsideration request process if the disavow tool is so effective? Does Google want you to just jump through more hoops for fun? Think about it this way. How hard is it for an aggressive SEO to simply disavow links when things go south and further manipulate the SERPs? Google has stated many many times in just about every video that link removals should always occur prior to disavowing links. Why would they bother with that?
