disable an individual author category WORDPRESS 2.7 ? ? ?

    So i have a new website and I am using word press on there, but I have a featured category that I dont want just anyone to be able to click and place there own posts on the front page.

    so I was wondering how to right the code that said

    if admin display cat_id ? ? ?

    else

    then the real code with out that category

    as I dont know php .. . i am a little outta my league : )

    ANY HELP IS APPRECIATED !

    hi i just posted something in the services section, that has a little more detail

    basically when a user besides admin is logged in they are displayed a list to check if for what category you want your post in. well i have a category called featured that displays stuff on the front page. and i dont want just anyone to come and check off featured and then their post is on the front page

    so i want to exclude a certain category from being shown to authors
