I've got a few. I use my fairly basic Spanish and French to write a title for the link in their language. For example, I'll write the title in French or Spanish saying (translated to English): "Bible Studies in English". That gives the directory owner the right to delete it if they don't want that.
There is no problem to get links from non english sites, but the sites linking to you should be niche and related.
there is no problem if its not in English or any other language. It should be related I think google has some standard to rate link value and they are able to catch common subject by translating keywords from your site and site that is linking to you.

My dear friend Building link with Non English site is not any issue in the eye of google. You can build link with them only if your site is relevant to those sites which are linking back to you. Otherwise it will only give very very low link juice to your site. Google never consider it any bad task when you get backlinks with non relevant site either engish or non-english, so don't worry and carry on your task. Cool mate and Enjoy your day
