I always ask myself. Why people pay for getting a good rank? Why not create informative resources because it makes it easier to get rank than buying links from directories. I have found it more effective because the more words your site have, the better it will rank. I have not submitted to other directories.. Only Dmoz, google, yahoo and msn directory...
