I recently launched Directory Topsites, you can sign up and have your directory listed (free PR4 Link). The only catch is that your directory must be PR2 or higher to be approved. I may consider some lower ranked directories if you PM me. When you sign up, you place code on the main page of your directory which shows your rank on the topsite and keeps track of how many visits your directory gets. Enjoy!
