Directory submission is still useful in getting backlinks from different sites in the web. there's nothing to lose since it's free and it will only take about a minute to submit your site in it.

With all of the mixed opinions on directories, is it safe to say it is good if they have a 4 or better PR?

The more incoming links you have to your website, such as can be obtained through directory submissions and other link building strategies, the better. By increasing your global link popularity you are increasing the frequency by which search engine robots access your website, thus increasing your websites visibility to the search engines.

So, i mean that directory submissions could help u with increased visibility to search engines.

free directories on the internet you can submit to them all, as every back link counts. As far as paid directories are concerned check their PR if they have a decent PR of 4 or 5 get decent traffic and have low-price then go for them.

Directory submisisons are a great idea.. and very good way of getting links..

Is there a place where you can get list of all high pr directories?

Plus how much would it normally cost to outsource Articles submissions to?

Traffic bug is AWESOME... ad if you are earning over $150 dollars from your sites then well worth the monthly investment!

    go dmoz (free)
    yahoo directory
    business.com
    joeant
    goguides
    bestoftheweb

these are well regarded by se's.

Submitting to hundreds of directories is not really a good use of time anymore. Submitting a couple of related, quality directories is fine but I wouldn't spend too much time on it.

But it's certainly worth submitting to DMOZ and the Yahoo Business Directory. Yahoo charge commercial sites $299.
