I haven't been doing SEO for a while, so not sure if after all the changes in Google etc, directory links are they worth it or do they harm the SEO of a web site?
It is Valid -- why not? If you share your business information in quality business listing websites. it is a quality work. If you talking about business title & business description duplication. then i think you don't worry. How can we change business title & business Description for third party rules & regulations. Because if our business is unique then how can we give our business's different information to different palaces. If our business is unique then our business title & description is also unique. Note: It is my personal thinking.
Directory submission still work but not that more effective like the most usually used platforms today such as social media sites, blog sites, forum sites, Youtube, etc. Why most of the marketer use these platforms? It is because they are most likely to reach their targeted audience at all possible ways.

In theory it might work if done properly (as in like almost every SEO trick in the book). Thing is that in order for it to work you would need good and relevant categories and those are harder to find than an oasis in the desert
Building backlinks have become a lot harder than before. Directories might not help in direct traffic but it helps to increase page rank if a website is new.

I take the assumption that something must be working if people are still submitting to directories. I have seen a very consistent and constant flow of submissions and we're well over a decade into this now.
Wisdomtool directory submission is still valid, but you have to follow some rules or it will be counterproductive. You don't have to use the same description and the same title for 200 directories, but you should try to use different titles and descriptions for every directory. Than remember to use only qualities directory, that is directories with a good domain authority and a good page authority.
Directory submission is not very helpful now a days but you will see that some of the popular directories like dmoz can be helpful. Don't waste much time on them instead focus on unique content and backlinks they will help very much.
Directory submission is always useful. If you compare in getting high pr Backlinks it may not be useful but as per popularity and getting traffic it's very very useful, some of the directories established since more than our age and helpful to grow our business rapidly.

Considering pr has not been updated in over a year, and Google has stated they have no plans to update it in the future, you may want to use a different metric to value a directory. Looking at the existing listings may be of greater value than an ancient number assigned as pagerank.

Yes it is valid. Any inbound link that is from niche, authorized site and valuable to user will be valid.
