It depends on the scenario and the link juice because sometime a good directory provides your higher link juice than the Bookmarking.

As per mine experience Both are SEO tatics. But Bookmarking is more better according to directory submission. Because it give result instantly but directory submission make a long time like 2-3 / 4-5 / 6-12 months review. Directory submission is easy way to submit info but Bookmarking submission is best......

 

Using directories is good as you can do hundreds or thousands at once and because they all take different amount of time to accept/decline your submission, you can be slowly gaining backlinks from the one submission for many months down the line.

A constant flow of links over time is a good thing as far as SEO goes...

Dear If we are compare between bookmarking or directory submission then I am recommended for Social bookmarking coz it's give do-follow link in minimum of time with long time while directory submission has taken more than time comparison to SBM for link approval. So Bookmarking is best I hope !
