Will directories except submissions if your site has not yet launched? If I just have a landing page and nothing on it, will my submission be except? or should I wait until my site is actually launched?

No quality directory would accept a site that consists of a landing page and nothing else. Wait until your site is ready for traffic before submitting to any quality directories.

You should definitely have more number of informative pages to get approved. Some directory owners just look at correct title, description and category and approve a submission without even visiting the site.

A page with nothing on it will get rejected in a lot of directories, its impossible to review what isn't yet in place.
