Directory PR versus Website PR?

    I was just shocked when I found out the PR plugin that I use in Firefox is flawed and was not showing the correct PR in certain circumstances. The worst and most disturbing discovery was that my own directory on had a PR of 0. My website where the directory is in has a PR of 5 though.

    Then, after talking briefly with a SEO guy and getting some basic observations about needing text on the directory page, I starting thinking what possible criteria a S.E. could or would look at to determine a PR for it and I would like to present my conclusion for comment:

    Since a directory's "content" is nothing more than a list of category names there is very little (if anything) to rate them on. So what criteria can justify a PR of 5 on some directories? And further, do any of those criteria affect the human user or are they there solely for the SE?

    As a link submitter, I am interested in a directory's traffic figures but PR doesn't even consider the traffic volume. I have to admit that before I realized my directory was a PR0 I used the PR5 to interest people in visiting it for a free link. Should I clarify this now by saying the site is PR5?

    Content doesn't determine PR.

    Something is a PR5.
