    1st There is no such thing as "Guaranteed Approval"
    2nd Many directories (not all) charge for a review few and not a "Link" fee.
    3rd If you are really serious submitting your site, I think you should do this much effort yourself. Just look for directory that You this is best for you and submit there.

    We charge a One Time "Review Fee" even though its is a continuous review process.

    As for a review, make an offer. Tip Top Directory is predicted to be PR3, but will be higher very soon, anyway.
