Putting a bar based on minimum of number of sites listed won't be a good idea. Anyone can import the DMOZ in PHPLD. Don't look into what they have now, instead focus on how serious the webmaster is about the future of their directory and I am sure that will bring better nominations and a fair chance for all to participate. Let everyone submit their directories, and let the judges decide instead of banning, or prohibiting the new ones. Instead of just posting links, ask people to give at least 3 reasons as to why they like the directory. You need not seperate directories based on promotion, design, or something else. Consider "end user's" ease of use instead. Is it easy to navigate, does it have something more than a list of links, something which might be a useful to the person who is browsing the directory, does it look like the webmaster has spent time making a presentable layout, does it give enough value to the websites submitted, if paid, does it give a good return on investment, how easy is it to submit a site to it, does it have proper description of images in ALT tags for visually challenged surfers, if not then is there an alternate for them, and similar things. Otherwise, you can pick the ones with high PR, check the back links and announce a winner... Bye
