    The one you know better! (if you want to write your own)
    -- that is the best one as well

    There are a lot of them you can buy - some 1000000's have already used the ones that are available.

    For me, PHP is better. But if you know any other language, it is better for you.

    I also recommend you to buy a ready system (like PHPLD) and make changements on it. You will have better directory with less time spent.

    When you are planning to create a directory its better to use PHP. But its on your own decision of what language will choose.Pick the language that fits for you :)

    Most of directories site build in php.php is easier way to create directories. so i think php is a good language to create a directory.
