how do you populate the directory....for example I would have a niche directory and would only want certain sites on there...can you populate via existing directories using keywords?
If you want sites from a particular niche, then I would get submissions from that particular niche,and even add some good and High quality sites from that niche, but the number would be less, but in the later stages, as I hand over the directory to you, it would gain some traffic and interested webmasters and will grow huge.
