Not anymore. Links from directories are now heavily discounted, and often completely disregarded altogether.
There are some that still seem to be powerful. Sites like CitySearch or Yelp. Sometimes there are local directories that are good. In Los Angeles, there's one called at-la.com that's good. And of course the ultimate directory, Google Local Business.

Ofcourse submitting your site to directories do help better your SERP as well as search engine ranking. Directories are real. A good example of directory is DMOZ, when you submit your site to a directory your site will be included in their listing. Most of this directories have a good page ranking and people often visit them to search for things of interest.

it depends on the directory. i.e. yahoo and dmoz will do wonders for your site. imaspammydirectorsite.com will do nothing for your site even if you have 100000000000000000 of them.
