Directories 101???

I guess I could read through this whole section of the forum and find out the answers to my questions but I am not that patient, so...

Do directories count as back links? (will they help my google ranking)?
Where can I find a strong list of free directories?...
Paid directories??
Do I manually submitt or do a bulk submission, does it matter?

Any other suggestions would be appreciated as well. THANKS

2a. use the search, there are tons of free dir lists.
