lets say that i have a page with about a list of 10 part numbers. each one of those part numbers has an image next to it with a link that points to our quote page. so, in other words i have about 10 links on one page that point to our quote page. my question is: am i diluting my internal pagerank by linking out to the say page ten times?

If you put the list on one page it will dilute it less. If they are all internal pages on your site i would not worry about it. If they go to another site i would have them on one page.

No, all links on a given page pass a part of the PR equally.

Lets assume you have one link on a page that passes xPR
    2 links pass 1/2 xPR each = 1 xPR
    3 links = 1/3 xPR each = 1 xPR

now let's assume one of the 3 links is an outbound link to a different domain and 2 links point to an other page of yours.

Wich results in 1/3 xPR to outbound URL; 2/3 xPR to your domain = 1 xPR

If you use istead of the example above:
1 link 1/2 xPR to outbound, and 1/2 xPR to inbound = 1 xPR

Yo can clearly see (2/3 is more than 1/2) that this can be a method to minimize PR leak via outbound links.

Hint: I won't use this method excessive, you may trigger some filter if you have 10 links on a page that point to the very same page within your site.
