I tried bidding as much as $10 CPM and still nothing. Google won't tell me how high I have to go.

Does anyone know the price range to get that spot?

It can take 2 - 3 days before CPM campaigns start - they are reviewed by a human prior to launching.

So they take a few days to verify your AD and you don't know the minimum CPM until you keep trying, so basically it takes you 2 weeks between the verifying and the feeling out the price to get your ad running.

Just set a budget and start high, work your way down.
