It's where someone votes for an article which has been submitted to a social bookmarking site. Two of the biggest social bookmarking sites are called 'Digg' and 'Stumbleupon', so votes have informally become known as Diggs and Stumbles.
Some people do so, yes (but it is against the rules to do so). The articles with the most votes are pushed closer to the homepage of the site so get more and more exposure and hits. Do a search and you'll probably find someone buying or selling these social bookmark votes.

digg and stumbleupon are the two best socialbookmarking and good source of traffic.. In stumble, you have to download its toolbar in order to bookmark other page which you find cool and useful, you can also thumb's down it if you don't like it. Digg is more on article, you can submit article from a referirng site and if people will like they can dugg it.
By the way, if you're wondering, Stumbleupon is bigger than digg. Stumbleupon has 3 million some members, and digg has 1 million some members.
Digg and Stumbles are social bookmarking sites. They help in bringing traffic. You could submit your site on the sites and wait for the people to check your site and bookmark it. You could also buy some digg bookmarks or stumbleupons. etc. to increase your traffic. You will get huge traffic your story gets in frontPage. There are many social bookmarking sites similar to these like Propeller.com and IndianPad.com. I recommend to submit your site on as many social bookmarking sites as possible for traffic. I can't really agree with you. Stumbleupon brought me thousands of visitors and probably will keep bringing more. I can't say the same thing about Digg, not yet.
Stumble users stay longer, bounce less, and view more pages on my site. Digg users leave in like 5 seconds, have a 87% bounce rate, and on average view 1.45 pages. Do the math.
